Question Pc wont boot after installing rx580

So my friend bought a new rx580 and asked me to install it for him. I opened up the chasis, everything normal, installed the card and tried to boot it up and nothing happened. I brought it home, tested it with working power supplies, working ram and everything but I couldnt get it to boot, but mobo has power because my phone get power from it. I dont know what is the issue please help

full system spec? include make and model of the psu

new or used rx 580? where did he/she bought it from?

cpu i5 6400
psu hkc usp5500

used rx580, but i think it works
