Question PC won't boot after move

I've recently moved into a new apartment, and my PC is acting strange after setting it up.
When the monitor was plugged into the video card (RX 480 8gb), I would get the bios screen followed by a black screen. When I removed the GPU and plugged my monitor into my motherboard, I didn't even get bios. (My 7600k should have onboard graphics).
I moved the GPU to a different slot and it booted normally. I tried to play a game of League of Legends, where I normally get >250fps, and was averaging around 10fps.
I updated my graphics driver after the game, the screen turned black and I couldn't see anything.
I shut it down, and now in any PCIE slot on powering up it just shows bios and then black screen.

I've tried:
Reseating GPU
Reseating GPU power
Reseating RAM
Clearing CMOS
Booting without graphics card
