Question PC won't boot after upgrading CPU

I recently upgraded my CPU and after the upgrade the PC won't boot up properly. The fans will start spinning full force and the RGB will light up but my monitor won't receive a signal.

I wanted to upgrade my CPU from the Ryzen 5 2600 to Ryzen 5 3600. First I updated my BIOS to the latest version to ensure that it supported the Ryzen 5 3600, but when I tried to install and boot it I noticed that the red lights on the motherboard for CPU and DRAMM started alternating.

I also tried to boot up the PC with 1 stick of RAM in the 4 different slots, but that did not help either. I doubt the RAM itself is faulty, cause my PC is working fine now that I've put the old CPU back in.

I also tried to reset CMOS through the clear CMOS jumper as well as through the battery.

These are my specs:
Motherboard: Gigabyte X470 AORUS ULTRA GAMING X470
CPU: AMD Ryzen 2600
GPU: msi geforce rtx 2070 super gaming x trio
RAM: G.Skill 16 GB DDR4 (F4-3000C16D-16GTZR)
PSU: Seasonic M12II-520 EVO 520W ATX23


Does anyone have any idea what I should do next?

check for bend pin on the 3600?

I checked and none of the pins are bent. I did notice a bit of leftover thermal paste on the edge of the CPU. Could that have caused the issue?

You must follow the exact steps to update the bios on your board.
You need f40 for your CPU but you need to update chipset drivers and EC FW update tool before updating the bios.
You can't just download F40 or newer and update it.

if your board had a very old bios you will need to update to a newer version before updating to F40 or newer.

I followed the instructions exactly as laid out there and updated my BIOS to F40 as was required. Also made use of the EC FW update tool before doing it.
