PC WONT BOOT AGAIn

this christmas i decided to retire using windows 8.1 and go back to win 7,unfortunately i got the error message missing drivers, so i decided to take the opportunity and dusted the inside, closed it and tried to boot, it shuts down after a fewseconds when i choose to go to bios( it wont shutdown if i attempt to reinstall win 7, which still gives missing driver messg).so heres the prob, i took out the heatsink fan and applied thermal paste,and when i reinstalled it ,there wasnt even a display anymore, I removed everything and decidded to breadboard, it doesnt even beep, no bios beep , no nothing, just the led that indicated that there is power to the board(I also removed cpu, no beeps)
please help, thanks in advanced
 



I tried everything there ,but the only thing i;m having doubts about is number 16, the ESD one

i only touched the metal part before touching rhe components, but i forgot to plug the psu in 🙁
i discovered some residue of thermal paste on the cpu pins, brushed that off and wiped the bottom of the cpu in hopes of booting, still nothing happened, im really hoping mobo is not fried, as im having regrets regarding cleaning the components ,

what a way to end the year🙁
