Question PC wont boot and psu buzzing after installing wifi card

Got a wifi card off amazon today and installed it into my pc, tried to boot my pc and nothing happened. Ive changed it to a different pcie slot, took it out took out the gpu ram sticks and a bunch, just recently heard a tiny buzzing noise when the psu is switched on - is the psu the problem and why has the wifi card done this?
