PC won't boot at all with any kind of device

Hello all

Someone brought a PC just to install OS and stuff but when I tried to boot Windows from a DVD the system couldn't start.

I've tried many things because that DVD works fine in other computers so I guessed that's a hardware problem but by now I think is a motherboard or CPU failure. Just asking for this to be sure that is what I'm thinking. To tell my friend what her computer problem is.

I...
changed the PSU
cleared CMOS
used another memory (DDR3)
changed the boot priority
used a hard drive and USB as boot device
selftested all hardware (it's a Dell computer)
changed the thermal grease

but nothing seems to work.

The computer starts normally but it gets stuck when tries to boot a system, from any device and I tried with Ubuntu too. I can access to BIOS and everything looks normal; system time, configuration, everything, but there's no much to do (it's a Dell Inspiron 620s).

Do you think it's a motherboard or CPU failure or it could be something else?

Nothing, no leds, no beeps. With a Windows 7 DVD, after the progress bar that says "windows is loading files" completes the 100% and then a black screen or just gets stuck at Starting Windows screen, but the computer is still on.
