PC won't boot,CPU andgpu Fans are spinning but the case fans aren't

hi,i have a PC that wont boot anymore after shutting it down with the power button it worked perfectly before but now it wont boot anymore.the case fans stopt spinning but the cpu and gpu fans still do but no display.no beeps and no led.i already reset the CMOS Battery but nothing worked for me. It cant be that 1 of my components died beceause of thuis i think.or is it just a power failure?

I5 4960K
Msi Z97 gaming 5 Mobo
Mei gtx 1060 3x
Corsair power supply 450w

Could be the CPU is dead possibly; had this occur with a 5930K; had lights and power but no display despite it working fine the day prior. I checked it by buying a motherboard off of amazon, testing the 5930K in the new mobo; then getting replacement cpu and returning the new mobo.
