Question PC wont boot, Fans spin for a second and stop.

I am using a Prebuild PC from Dell; XPS435MT
Components are;
CPU:i7 920
GPU:Radeon HD 7850
HDD: Seagate 1 TB
SSD:Samsung 860 Evo
PSU: Original 350w
RAM: 6GB ddr3 1066

So I know that this PC is old but I'm not in to serious gaming and PC actually works fine whenever it decides to work and after installing the SSD it became really fast. So I'm not quiet planning for an upgrade.

When I reset the Bios by removing the CMOS it works but with struggle. I need to disconnect the USB and flick the PSU switch off and wait for a bit and then I flick it back on, after that the power button blinks really fast and will sometimes stay orange(if it blinking it won't work but if its stays orange you can open it) When I deactivate fast boot on bios, I hear a beep sound from the motherboard.

The things I tried;
-Taking the SATA cables off
-Taking the GPU out
-Taking the Rams out and putting only one of them
-Taking out the 4 pin connector for the CPU
( After taking those stuff the light would stay orange but after closing the PC it won't post)
I have checked HW Monitor and everything seems fine except +3.3v. It states only 1v.

So now I am completely lost.
I can add some videos in case of misunderstandings.
