Question PC wont boot, fans spin for half a second then stop

i shut down my pc in windows 10 like normal the next day i go to switch it on and fans spin for half a second and my pc would't post so i switched my power supply on and off and my keybord and outher usb devices had power going to them thats what it normally dose and i press the power button and the fans spin and dose the same thing
i tested my psu with the paperclip testand the fans did spin up i think it my psu of my motherboard is there a way to fix this ?
