PC won't boot- fans won't spin

PC has been running amazing for the last 2 years. Last night, I was playing monster Hunter world, and the whole machine just booted off. I thought maybe I overheated the cpu or something, so I just went to bed. Upon booting the next morning, nothing happened. I opened my pc to get a better look and I have no idea what's wrong. When I press the power button, the fans will jerk for just a fraction of a second then stop. Then I have to reset the psu for it to happen again. My motherboard isn't posting any error codes. I bought a new psu and new hard drives as that was all my budget allows, but neither helped. My motherboard has leds on, so I know the PSU is working. I tried each of my 4 sticks of ram one at a time and nothing worked to boot it. I tried just using the pins and a screw driver on the board to boot and that didn't work. I reseated the motherboard, no success. I've taken the GPU out and nothing changed. I have an Intel i7 5930k and x99 deluxe motherboard. Anyone have any clue what's wrong?

Update: Pressing the clear cmos button causes the fans to jitter. Is my cmos better just dead?

Update: Everything will start and the fans will spin when the gpu isn't plugged in. Obviously I can't run without a cpu, so I'm not sure what's wrong. I tried uninstalling all memory and my motherboard beeped. I know the motherboard isn't dead. I tried plugging the 8pin in and only having one stick of ram, but that didn't work either. I'm at a loss.
 
Solution
Even thought your fans move for a second, it is very possible that it is still a PSU problem. If RAM and GPU are fine, I guess it is PSU. Try to search YouTube for a video that explains how to turn on PSU (when you take it out) manually, without it being connected anywhere buy to a power source, than if PSU fans work, it is not the problem.

Even thought your fans move for a second, it is very possible that it is still a PSU problem. If RAM and GPU are fine, I guess it is PSU. Try to search YouTube for a video that explains how to turn on PSU (when you take it out) manually, without it being connected anywhere buy to a power source, than if PSU fans work, it is not the problem.
