PC won't boot from CD or USB

I just built a PC, but I can't get an OS on it. Whenever I try booting from a USB or CD, my PC crashes. It will get to the boot menu on the USB and CD, but any choice will crash the PC. I have tried many different USBs, CDs and operating systems, but it always does the same thing. Can anyone help? Thanks

Edit: Recorded what happens (https://youtu.be/_LKTBY4sUMc). Tried booting with "nosplash nomodeset", still doesn't work.

Use the install ubuntu option

I suspect your issue is that your HDD is not partitioned or formatted

Easy enough to reformat later

Then you may have a faulty hard drive

If it will not work then RMA the drive
