pc won't boot from standby mode

So I recently noticed my pc will neither come out of stand mode (when put to sleep, even after powering off and on again, the power light continues to blink) or boot up when shut down after long use. While this is happening, no signal is sent to the screen. But when left switched off for at least an hour, it boots up as normal again. I also noticed non of my usb ports is powered when this happens and when it eventually boots, 2 of my 3.0 USB ports appears dead (died since this problem began). Does anyone have an idea what is happening here?

Thanks for the suggestion Vic, but I'm wondering if that will apply to a desktop pc?
