PC wont boot in COLD BOOT. and need to hard restart

as title say it, my pc wont boot after shutting it down over night. and just back to normal when i press hard reset button (with normal, nothing weird in my system)

it happen twice, yesterday and today.

what im doing after 2nd attemp is


- Reseat RAM
- Reseat CMOS Battery.
- Updating the BIOS.

is this because RAM or even PSU?


i will test again 6 hours from now since im in office right now

AMD FX 6300 (OC) 4.0 GHZ (revert back to stock and same result)
Gskill Ripjaws 8GB DDR3
MSI 970- Gaming AM3+ Motherboard
MSI NVIDIA-GTX 650 ti boost 2GB TF OC

refresh?? you man reinstalling OS??

nope.. i think its not in OS problem, since problem peresist before even OS loadup.

update

replace CMOS battery, boot seems normal but i haven't try in real cold boot when pc shutdown on 9-12 hours
