Question PC won't boot into Windows 10. Computer smoking.

I recently installed an MSI 2070, and now I can't boot into windows, it goes straight to the bios, then when I try to exit the bios it just goes back into the bios.
It doesn't seem like my drives are spinning, I felt them and nothing happened, so how can I fix this annoying issue?

Also to note one time the pc was smoking when I turned it on. I didn't see any sign of burnage, but I suspect that the issue is the hard drives somehow

I took everything out. Nothing seemed to be burned
