PC won't boot into windows.

I had a problem where my pc would boot into windows and be stuck at a black screen with a cursor, but would work after a few tries. I followed this tutorial to fix it,

And when I plugged in my USB and turned on the computer, it was stuck at a black screen with a flashing underscore on the top right. I removed the USB and tried again, same thing. I'm not sure what the problem is. I can't access the bios, either.
I tried putting in my windows 8.1 install cd, but it wouldn't boot from that either.

Here are my specs:

CPU: mad fx-6300
Mobo: asrock 980de3-us3
Ram: 2x4gb ddr3 1600mhz
Video card: GeForce gtx 650 ti
Os: windows 8.1

Could be a bad HDD.
Remove everything from the back of the PC apart from your power, monitor and keyboard.

Take the side panel off of the PC and remove the CMOS battery from the motherboard, (Silver button cell) then re-insert it.

See if you can get into BIOS now

If you can, burn a copy of UBCD found here: http://www.ultimatebootcd.com/download.html
Boot from the CD and run diagnostics on your HDD.

I don't think it's the hard drive. It was working fine moments before and it won't let me boot from the install CD either.

What kind of errors do you get from the CD? The CMOS battery reset isn't a bad idea. If you can try to boot from CD you must be able to access the BIOS, and also, what is the CD for?

I appreciate your scepticism, but the whole point of you posting here is to let others help.
Test your hardware to get a better idea of what is at fault.
