Optical drive: not sure on model, some DVD+/-RW

Hello all. My PC won't boot and after much searching, I've come to make a post of my own to get some help. The assorted threads I've come across have taught me a lot (especially the 23 step sticky), but unfortunately problems remain.
Current situation: I have a pretty old PC (6+ years) which was still using all the original hardware other than a hard drive and RAM. I just got a new power supply (more on why below), connected everything up, and my computer won't boot. The motherboard standby light turns on, but when I push the power button, nothing appears to happen. All fans remain off. Suspecting my power supply was DOA, I used the testing tool that came with it (glorified paperclip test). Its fan spins, and if other devices like my video card are connected to it, they too will respond. But the case fan and CPU fan never will.
With the sticky as my guide, I reseated my video card, RAM, assorted PSU cables, my power button cable, and so on, giving it a go every so often. I've removed my hard drives and optical drive and tried again, to no avail. I've removed both RAM sticks and my video card and tried again, and there's still no response from pressing the power button. At this point, nothing was connected other than the 24-pin motherboard power, the 4-pin CPU power, and the case and CPU fans and front panel stuff. Looked for potential shorts across the board... nothing. I don't currently have a case speaker to diagnose any beeps with, so I feel like that is as far as I can take it.
But here is some interesting background which makes me think that potentially I never had a power supply problem at all. Over the last few months, I had an occasional problem after leaving my PC off for days. When I'd come back, I would have to wait minutes after plugging it in before the power button would work. Once the power did work, everything ran just fine. Given how rare this was, I lived with it.
Long story short (long story less long, I guess), there was another rare problem where I more or less had to power off my computer by holding the power button. This took awhile, generally much more than 5 seconds, and one of these times after holding it over 1-2 minutes I gave up waiting. I pulled the power cable out manually (no switch in the back of my old PSU), and ever since then my computer wouldn't boot. I assumed it was a dying-and-now-dead PSU that caused all these issues, and so I bought a new one, which brings us back to the start of this post.
It's all a little too coincidental for my liking. My current problem presents in the same way as with my old PSU. Sure enough, the old PSU passes the paperclip test too. What searching I've done on my old problem of having to wait minutes after plugging in my computer has turned up little, but it seems like the only likely culprits left are my motherboard, or possibly CMOS battery. One post at superuser.com implicated the CMOS battery, but I haven't been experiencing any other symptoms of a CMOS battery going bad. I reseated mine (though without touching any jumpers at any point) after leaving it out ~10 min, but no change. I'm itching to try a new one, but I don't have one I can get my hands on anytime too immediately soon.
So, any ideas? ...other than to not use a PC bought 6 years ago!
