PC won't boot. No fans spin.

New PC (have made a few in the past),Fans don't spin,no lights,no beeps. I have already tried using a different PSU but it has no effect. There are no extra slots on the mobo where more power cables could go and all the cables are in the right place and fully inserted. I am just confused as to why there are no signs of power whatsoever. Any help would be greatly appreciated :)

 
First thing I'd check is whether you wired the power_on pins with the case wires properly. If you did, maybe a faulty case switch. You can test by shorting the two pins using a screwdriver to touch them both at the same time. This will power you on (if this is the problem).
 
Progress!

Relooked over the user guide for my mono , pins were in the wrong place (herp derp) and noe the CPU and PSU fans spin, the LED comes on for the case fan but it does not spin and there is no signal on the monitor. Any ideas ?
 
Just to clarify his solution: There are multiple cables connecting to the case that must be plugged in if the computer is to work.

The main cable is the power SW cable which CANNOT BE PLUGGED IN ANYWHERE. There is a specific place specified by your motherboard where you must connect these pins. I had connected mine in the wrong place and this caused the entire motherboard to seem dead, so make sure to try this first!
