Pc won't boot, no Post, no fans, no beep

hey guys, quite a predicament I have been put in. Today when I turned my computer on like any other day, my computer failed to boot even to bios. LED's would turn on but not any fans besides the PSU, even my water pump didn't run besides the LED's. There were also no beeping sounds and the motherboard display showed a 00 error which could mean motherboard or CPU fail.

My specs:
z87 pro motherboard
i7 4790k cpu
r9 390 gpu
ripjawz 16gb ddr3 ram
antec 850 psu

Now ive tried taking out the ram and trying all the slots, reset the cpu and water cooling pump, reset bios, bought a new battery for the motherboard, tested the power supply on another system yadee-yadee-yada. The only thing i can't test is motherboard and cpu because i dont have another 1150 socket laying around. All i'm asking is whether you think the motherboard or CPU is at fault here.

yep i think its your motherboard, and as i'm sure you know, it will need replacing
just to be sure try starting the computer up without ram. if its beeps (giving a no ram detected error) then your motherboard is alive (possibly) and the ram might be causing the issue
do you have another computer's cpu you can borrow to test your system? i think its the mother board but its much easier to replace then an entire motherboard. if that fails then its probably your motherboard, and likely needs replacing

I can't test the cpu because my roommate only has amd sockets, but I'm leaning towards motherboard, its about 3 years old so it wouldn't surprise me.

Yep, i did that too no beeps, gonna replace it tommorrow. I'd rather get a new motherboard than cpu.
