PC won't boot past Windows 7 logo

Installed a new heatsink while changing a case as well and running into an issue now.
The PC won't boot past the Windows 7 logo animation. It always asks me too if I want to repair the windows setup or boot normally. Doesn't matter which one I pick, they both crash into a black screen with no BSOD.

I've tried swapping out the hard drive with a brand new one and when trying to install Windows 7 via USB, USB CD drive, or even plugging in a sata CD drive with the Windows 7 disc in it, it loads the files and when the logo appears again, it crashes into a black screen. I made sure I had the legacy option enabled for USB as well.

I even tried booting a Windows 7 USB without any hard drive installed just to see how far it would get but it just crashes after loading the files into a black screen.

I've also tried swapping out the ram as a BSOD did come up a couple times stating that I had a "uncorrectable hardware error".

I've also tried removing the CMOS battery to reset the bios but still no luck.

It seems to me that everything is pointing to a faulty motherboard. I can post into bios just fine and it reads everything that's installed properly. Sometimes I won't even get a display on screen while everything is powered and running but the only way to resolve this is to turn off the PCm unplug the 4 pin CPU connector and plug it back in.

The specs are:
i5 2500k
Asus P8H61-1 R2.0 Mini ITX
4GB Kingtston ddr3 ram
Corsair CX430 watt psu
Intel 120gb 320 series ssd

Just tried. Pins look good and I re-seated the CPU and heatsink. Still having the same problem.

Yup, I took the mobo out of the case and ran it on top of its box. Connected my spare Corsair 850hx psu and the same issue happened(tried to boot Windows 7 setup off a USB and hanged on a black screen after the files have loaded). So I've ruled out the ram(swapped), hard drive (swapped and tested a new one), and psu now.

I have a spare i5 2500k but it doesn't seem like my CPU went bad.
