Question PC Won't boot(Probable cause-Short circuit)

Hi.
So I have an Old pc(12 year) that I have used for general work and light gaming as well.The components have been upgraded with better Quality and performance,I have had plenty of issues with it but never encountered one like this before.
Specs-
MB- Gigabyte GA-B85M-D3V-A REV- 1.0
Graphic card- Msi GTX 750 Ti
PSU- Corsair VS650
RAM- Hynix 4 Gb two modules (8 gigs in total)
CRUCIAL BX500 2.5 SSD
WD 500GB HDD
INTEL core I5 4590 processor

So I have been using it frequently and been facing some minor software related issues.
But recently I moved out for studies,meanwhile there has been some heavy rainfall and storms(Highest in 2-3 years) The pc was covered but still the moisture got to it,when I came back I cleaned it with air blower on low speed then kept in low sunlight for a few mins.
The pc turned on for first time with Successful POST BEEP and LED lights but turned off suddenly while booting windows,After then it keeps on rebooting Every 5 seconds,NO POST,NO BEEPS,NO LED. ALL FANS(including intake exhaust) SPINS for 5 seconds,goes off,then spins again for 5 seconds,This keeps on repeating until I force shut down by pressing power off from socket.
Symptoms-
1. I hear a mild clicking noise somewhere from mother board (almost like a spark)
Edit- The noise comes from Beep speaker or Buzzer, confirmed it by removing and then turning on(indication of a short circuit on board)
2. The clicking noise comes on initial face of 5 second loop(As soon as i press start button).
3. The led lights of the house also blink for a moment at that exact phase.
4. My board's LAN LED,Also verified with board manual,It is connection LED that blinks for a sec at initial stage of 5 sec phase. manual says if it blinks,data transmission is occurring,NO COLOUR CODE MENTIONED (JUST ONE COLOUR). but the blink looks more like A short circuit to me, Because it shows a spark like colour( Orange-Red).
So far I have tried All fix available on internet and different forums for these symptoms( except LED blink and those were rebooting for 2-3 seconds instead of 5 seconds)
Step that should be highlighted-
I removed heat sink fan and CPU chip as well, Tried booting without it and The process is exactly same, nothing changed,still that 5 sec bootloop.
No external damage can be seen on board and processor area,checked capacitors on board,all looks fine.
BUT THE BACKSIDE of board is facing windows and it has been more exposed to moisture,there was some carbon in USB jacks and LAN port as well,I cleaned it.

PSU- I checked PSU with paperclip test,All voltages are Accurate,No deviation. ALSO checked CMOS Battery with multimeter, It's fine.

Please help me Pinpoint the exact cause of the issue.

Yes I cleaned it with alcohol and replaced CMOS with a new one,The problem still exists 🙁 I salvaged LAN box from an old useless motherboard, Dissected it, there's so much clutter inside,A little moisture and the thing is ready to short,my only hope seems to remove that whole thing from the motherboard,either cutting out or by using heat gun,Which I don't have.
 
***UPDATE***

Considering the intensity of short circuit which has been noticed,Turned out to be a bigger problem than I thought,I saved myself trouble and ordered a new motherboard (has been confirmed as main culprit),I received motherboard yesterday,the fans were running continuously with no display,I read somewhere that probability of RAM going dead is higher than any other component in case of short,so I took out the RAM modules and processor to get them checked on a computer repair shop,He didn't have 1150 socket board for processor,but Both of the RAM modules are completely gone! I am afraid that the processor might have,as well. I ordered new RAM modules today,Will be delivered in 3 days.
If still no success then I might have to order a processor because PSU seems fine and it has overvolt and short circuit protection.

Final Update-
So pc didn't pass POST even after replacing RAM ,I was quit sure it's processor because there are not many components involved in POST,so I ordered a used i5 4590 for cheaper rate,it has arrived today,PC booted up successfully,All Temps and voltages are fine(checked with HWINFO) ,SSD,HDD no issues so far, Installed GFX card and Network adaptor later,No issues with that as well,Power supply has good Short circuit protection and proved it.One little short circuit killed my Motherboard, Processor and RAM!
PS- updates are for Googlers having similar issues.
