Question PC won't boot to NVME drive unless I perform a hard reset.

Just upgrade motherboard and processor on my PC. Motherboard was a refurb from Newegg. Gigabyte b450m DS3H V2. When I power it on, it will load the motherboard splash page, then get stuck, where I can't even load into BIOS. If I hold the power button in to force it to turn off, then I can start and it will boot into Windows right away. It doesn't matter if I do a reboot or shut down through Windows, it will not start properly. Any ideas? The boot drive is an m.2 nvme and I have a spinning data drive attached.

Please list full system specs. Did you do a new install of windows when you changed motherboards? (advised.)

I did not do a new install of Windows. I was hoping to just move the drives and use it as is.

System specs:
The Gigabyte b450m as listed above
EVGA 450bt, 80+ bronze 450w PSU
Ryzen 5 2600 w/ a Cooler Master Hyper 212 EVO cooler
16GB (2x8) Corsair Vengeance LPX DDR4 2400 RAM in dual-channel configuration
GTX 1050 2gb (GTX 980ti on the way)
Boot drive - Kingston Digital SA1000M8/240G A1000 240GB PCIe NVMe M.2 2280
Data drive - WD Blue 1TB 7200 hard drive
