Question PC Won't boot unless i unplug and replugged Sata Cable of the primary HDD

Hi!

i'm not a native english speaker, i'm sorry if there's a any grammar mistakes.

My pc won't boot it keeps on loading at the logo screen and eventually restart and i had to unlug and replugged the sata cable of the primary HDD if i wanted it to boot, it keeps like this after i shutdown and turning on my pc again.
last time it works perfectly and boot really fast but the problem occur when there's a power outage.

i don't think my HDD is the problem because i just recently bought a new HDD and it recognizable on BIOS.

My specs :

OS : Windows 7 64bit (6.1, Build 7601)
Processor: Intel Core i5-3470 @3.20 GHz
Memory : 8192MB RAM
VGA : NVIDIA GTX 960 4GB
HDD : Seagate Barracuda 2TB & WD Blue 1TB
PSU : Corsair VS450W
