Question PC won't boot unless it's unplugged and randomly shut down

it's happening for a week now, I cant power up my pc from the power button on pc I'm forced to unplug the cord from the outlet to boot it up.

Motherboard RGBs, GPU, USB devices (like an external hard drive) are on (what I mean by on is the lights are on when the PC is off which is totally normal for me).

It started happening out of the blue, I didn't overclock CPU, GPU nor ram, also, pc randomly shut down and won't be able to boot it until I do what I mentioned.

I did test my PSU following the steps showed on this video (View: https://www.youtube.com/watch?v=5FWXgQSokF4) and the PSU worked just fine.

I did reset CMOS, rest my GPU to default settings (using Asus GPU tweak) and still having the same problem,

I must mention I'm plugging my pc to the power inverter, direct plug to the wall outlet doesn't boot it, and it boots up only when I unplug power inverter,
before it shut down by itself my power inverter makes a low volume sound like tik

I'd appreciate any advice or help!
