Question pc won't boot until I reseat the ram

both ram sticks passed memtest86. replaced hard drive. replaced cmos battery. no blue screens. sfc /scannow returns no error

is my cpu failing from overclock or is it bad ram slots?

Have you tried using just one ram stick at a time?
