Question PC won't boot up at the first try, MSI mobo gives E0 code and ram LED light is on.

Hello, a week ago my PC didn't boot to anything. Reset button didn't work so I had to press and hold the power off button to shut it down. At the second try it worked perfectly. This problem still continues. Whenever I shutdown my computer normally, I can't boot up the system at the first try. After boot up, everything is perfect. No hickup at full stress.
Things I tried:
Reseated RAMs
Tried with 1 stick
cleared CMOS
updated to an old bios and then updated to the latest(I already had the latest bios so I just checked if the software was corrupted)

From some of the threads in here, people say that the PSU might be the cause of problem but I don't have a seperate PSU. I think it can't supply enough voltage to boot up the system at the first try what do you guys think. Also almost a week ago I changed my mouse and updated windows and this problem started happening around this time. Can one of these component cause this problem. Thank you.
