Question PC won't boot up, is something incompatible ?

Hello everyone, I have this kind of setup:
Specs:
Motherboard:Gigabyte H81m-s1
CPU: Intel Core i7-4790
RAM:2x 4gb ddr3 kingston
PSU: 400W
Hard drive: 1tb 7200rpm

Problem: the pc won't boot up, is there anything incompatible in here? Or there's a defective component ?

Can you turn it on or it's just dead ?

Make, model & approximate age of the PSU ?
