PC won't boot with gpu installed

Hi, first time user, PC builder, and poster on here. I just built my PC, and without the GPU installed can get it to boot to the BIOS. However, when I do put it in, and plug the HDMI into the card, nothing happens. My GPU is a GeForce GTX 1050 Ti D5 4G, and the motherboard is a GIGABYTE B250M-DS3H. It's a micro motherboard, and the GPU doesn't have it's own PCI-E port for power. Any help at all would be much appreciated.
 


Yes, all the pins are installed. The motherboard is on the most recent BIOS update as well. When the GPU is plugged in, the fan will spin for a few seconds and then stop, so I do believe it is getting power. Could it possibly be drivers for the GPU?
 
Not if you cant see system starting. Windows drivers aren't event a thing in bios and at boot screens. Sounds like the video card is bad. If you have another video card to test with to make absolutly sure its bad. You maybe should RMA the video card.
