PC wont boot with gpu

Hi, i just reinstalled windows after formating my disks due to some issues with space, but after doing so, my pc wont boot properly when the gpus are connected. I am using two amd sapphire radeon hd 7000 series. when i start up the pc with the graphics cards connected, the screen goes blank after the windows logo appeared, but when i disconnect them, and run only on onboard graphics, the pc starts just fine. If anyone can help, it would be greatly appreciated

remove AMD cards, boot with Intel IGP, run DDU (it will ask to reboot in safe mode, reboot, uninstall all old AMD and nvidia drivers after reboot) and disable Windows Automatic driver install, then shutdown again, install 1 AMD card, boot and install 15.7 amd driver.
