Question PC wont boot with new GPU

My 1080 ti was acting up, crashing artifacting etc, so I sent it in for rma. They said it failed to they would send out a new one. Got it installed it but PC wont post anything with it installed. If I remove it and run with cpu hdmi it works perfectly fine. Tried the disable integrated graphics driver on device manager but still nothing.

full system spec? include make and model of the psu?

test the gpu on another working system?

I7 8700 with a hyper 212 evo
Asrock z370 extreme4
Corsair 16 gb 3200 mhz
Corsair rm 750x psu
Samsung 970 evo m.2 nvme
Zotac gtx 1080 ti amp
Samsung TV as monitor.

Have not tested it yet in other system, dont see it coming broken from rma but never know.
