PC Won't Boot With New Graphics Card

I bought a new pc, it came with intel hd graphics 630. I bought an RX 560 and when I installed it into the pc it won't boot. It will boot without the graphics card. Here are the specs:

The computer will simply not turn on. The fans will move but the computer just won't turn on until I take the graphics card out

OK. I'm assuming the 'fans' come on and stay on, but no display. That would indicate the system is working, but the card isn't producing a display. Let's start with the basics...
Do you have the monitor's video cable plugged into the gfx card? Or is it still plugged into the integrated video port on the back of the PC?
