PC won't boot

My pc won't boot, just powers up then the hsf and gpu fans spin, then nothing,thats it.I also can't power off the cpu using the power.button, I took the ram out ,.no beeps, gpu out no beeps, hdd out no beeps, took the psu out and shorted it,connected the hdd and it spins,added the dvd rom and it has power(sometimes the psu will lose power completely).Please tell me the fault lies on my Atx 500W powerlogic psu(year Nd a half old)and not on the mobo.

HDD won't spin when inside mobo(meaning when everything is in place only the fans run)(hdd only spins when I test the psu and hdd outside the board)
My mobo is an altair 70 r1 04g, it has a led which indicates the board is receiving power.but I want to make sure the mobo is.not fried because I'm gon save up for a new psu

I succrssfuly press f8 to boot to last known config/safemode...

just do safe mode .. if its showing the windows splash screen it may be a bad driver or program failing to load this is why you use safe mode [not last configuration] if it don't load to desktop on safemode then it may be the drive has a issue or windows has been corrupted in some way ..

you may get a pen drive and load a bootable copy of Linux and see how that works if it boots and runs on Linux then you could look at the hadr drive issue some more

it could come doen to the hard drive corrupted files

will it go to bios or is it when windows loads?? if you can sit in the bios with out issues but cant load windows try f8 to boot safe mode and if that don't work and it bsod on that you may take your hard drive and hook it to another computer and test the drive with something like if its a WD there data life guard tool os if a Seagate there seatool
 
It used to, but now it just won't boot( there is a led light that indicates the board has power).I want to make sure what the problem is before I start saving for replacements
 
It used to boot, but everytime it gets to windows splash screen it takes a long time and the BSoD appears , and the next day whenever I succrssfuly press f8 to boot to last known config/safemode ,it just turns off, the LED in the MoBo is lighting up, the fans are spinning BUT the hard drive can't or does not spin,same with the dvd rom, whenever the psu is hooked to the hdd and dvdrom, only the dvd rom operates BUT still can't boot,the title was misleading (I'm sorry for that,hard to type on a phone that takes seconds to fully type what u pressed due to delay)but I'm wondering if it was the MoBo that's fried or only the PSU( which I hope is the problem)because its been 2 years and its a 500w ATX powerlogic(please note we are not very wealthy, gonna build a decent one when I get a job(gon graduate in 3, years))
