pc wont boot

So i just got a desk for my room moved my pc on there hooked it all up but it wont boot. My keyvoard and mouse arent working/lighting up but when i stuck a hdd in there it turns on im so confused halp

Unplug your PC from wall.
Press and hold PC front power-on button for 15 seconds.
Plug PC back in to wall socket.
Press power-on button and see if it works now.
