PC wont boot

Whenever my PC turns off before logging in (e.g. restart from bios), it displays a single dash in the top-right corner of the screen and stops there, before I can access the bios. The temporary fix for this is to turn the thing off, unplug and plug back in and then everything starts up and i can get to the log-in screen. This was fine for the time being but I'm trying to upgrade to windows 10 and this dash-screen will stop it after the first restart.

MB: asus z97-p
CPU: i7 4790k
GPU: zotac gtx 670
OS: Windows 7

Have you tried doing a repair? You can boot from an install disc or repair disc and select the option to do a repair. If you don't have either, you can make one via the System option of the Control Panel.

Ok so I got a little distracted. Long story short I ended up reinstalling windows 7.

New problem: windows update isn't working. It'll get stuck on "checking for updates" forever. I tried going here: https://www.microsoft.com/en-us/download/details.aspx?id=49540 and downloading it manually but upon running it will start checking for updates again. Same problem. Any suggestions?
