Last night i was using my pc just fine.
Today i pressed the button and after the beep sound i got 1 long and 3 short beeps.I opened pc and changed the ram positions, removed bios battery and placed it again, changed the jumper and back, removed the gpu and placed it back, took out psu cables that lead to the motherboard and back, changed the positions of the two dimms i have.
Tried booting again and i get the 1 long beep 3 short beeps ,then a pause and 1 more short beep.
The monitor stays black and no boot.

Solution
Sounds like you tried about everything with what you have available. Remove wall plug and try again. Try GPU in another slot. Different GPU power cables. Outside of this a further google search points to bad GPU. Would need to borrow one to be sure.
