PC won't boot

i7-6700k cpu
Maximus hero alpha viii mobo
rm850x psu
4x 8gb DDR4 memory 3200
gtx 1080 gpu
500 gb ssd
2tb hdd 7200rpm
Windows 10 64 bit

computer was working fine for about 6 months then I started getting a 00 code on the motherboard after a blackout during a bios update I sent the mobo back to asus they sent it back saying test ok but I'm not sure they did anything to it I tried flashing the bios clearing cmos removing memory sticks and only trying 1 at a time in each slot still get no display to monitor no power to mouse or keyboard but the headphones get power when plugged in all fans are starting up but not the psu fan and I still have a 00 code and the red led light on my mobo is staying on red

I forgot to add that the red light that's on is the cpu light on the motherboard also when I plug in a small usb mouse I have with an led light it will light up as I'm plugging it in for a second and then shut off really need help with this
