Pc won't boot

Basically this all started when one day randomly my Pc just shut off completely (no windows shut down just briefly everything boom shut off) a couple months back. Very week it got worse... it started shutting off randomly more often and in a shorter amount of time. Eventually it started up for 5 seconds and off again. When it first shut down like this for the 5th or so time it tripped my breakers for my room! Tried psu in my new system for months and not a problem same for the graphics cards and ram I've transfered to other systems and they perform greatly. I've tried a different working power supply and now have taken the system out the case. All components worked at one point. I upgraded the psu to a 600w 80 plus bronze by evga so I could mount and not use older bigger 750 watt uncertified no problem the first month. Same psu works fine in new system. Before upgrading psu, got a 1060 from 650 ti. Again absolutely no problem until couple months after psu upgrade. I now have the mobo in it'd box waiting to use it. I still have half the ram ai had used when I got it 8gb identical to the 8gb taken after I got done with motherboard. I've tried every ram in every slot when it was at the 5 second down stage and no chamge. Tried with no gpu. No hdds. No ram. Different psu. Different cpu. Combinations of those. Nothing. Now the psu I use 750 watt that I use in bros Pc will only make this tick sound no boot, but it has a power test button to spin and power everything to make sure it works and wen i press the button everything spins up. and works when I plug it back to taken he other system. My specs are 250 gb hdd. Windows 10. Gtx 1060 evga ftw. 600w evga 600b.GA 970a d3 8gb ddr3 ram (currently in still have the other ram though) yeah I really don't won't all this to go to waste so I need to know best way to fix or what to buy I'm broke so I would prefer fix highly. it doesnt beep its like a click really. like when the fan first starts up it makes the same noise so i think its that.

 
well yes, but that was what went from quite a bit of time until shutdown, to shutting off before booting and then shutting off before posting
