PC won't boot

Was playing games about two weeks ago and my computer just went black. I tested my PSU to see if fans would still spin and they did (paperclip method). The weird thing is my motherboards (Asus z370-e) lights are turned on but my water cooler, gpu, and fans are all dark and are not lighting up. I've tried to start my PC with a screw driver with no luck. My first thought would be maybe my PSU has something wrong with it, but considering I can get the fans to spin makes me think this is possibly the Mobo. Computer is completely dead so I can't do much trouble shooting. What do y'all think?

Yeah first thing I did was remove the gpu.

Then it could be the motherboard. If disconnecting the 8 pin power cable and starting the board, do case fans spin?

Yeah they spin. Makes me think its probably the Mobo.

Actually, it could be the CPU too in this case (a short in that area). Have you tried clearing the CMOS?

Can't do that because the computer won't start.

Yeah I've done that today also.

Then CPU, or board, or both, assuming that the power supply does work. I'd try though testing different power supply, if possible.
