Question PC won't boot

My PC was working fine a couple of weeks ago and I restarted it and it has a really hard time turning back on. I got a red/orange mobo light and eventually with a lot of restarting and CMOS clearing I got it to turn back on. It had no issues while on. Then, yesterday I had to move my PC which required me to turn it off and now I get a quick orange led and then a solid red one and it wont boot at all. I've tried just about everything. I re-seated my CPU (no bent pins or anything like that) and every other part. Also, all LEDs and parts light up except keyboard and mouse. I need help. Thanks

Specs: Ryzen 5 3600

ASUS B450F ROG STRIX GAMING mobo

Gskill Trident-z 3000MHz RAM

ASUS RTX 2070 Super

Corsair 750X PSU

From manual the page 1-10, if your means the cpu LED (red) remains on. That means either the MB or cpu has problem.

I got it to boot up just by leaving the power supply on for a bit and then it worked fine again. I don't know why its having trouble booting but when its gets to BIOS it works fine
