Question PC won't boot

I built a PC for a friend and it won't boot, led debug light is on for the CPU (MSI board) I don't know why it's doing this
Specs-
I3 9100f
RX 580
8gb Patriot viper ram
512gb SSD
500 watt EVGA power supply

Help is appreciated, I already RMAD the motherboard because I thought that was the problem but nothing has changed
