Question PC won't boot?

Got an Asus PCE-AX3000 network adapter to combat dismal internet speeds and after install, my system wont boot. I powered down my pc, shut off and unplugged the psu, installed the card and plugged into an open usb 2.0 on the motherboard, plugged everything in and restarted and got the blue screen. Now I cant get it to boot. It starts up and at the splash screen it says, "Attempting repairs" at the bottom and then the screen goes black indefinitely. The furthest I can get is to the bios. I've tried booting with the thumb drive that my OS (windows 10n) is on, and after trying all the options like restore, troubleshoot, uninstalling updates and its just in what seems to be an endless loop of trying to boot. Can't even complete a restore. I've built this system myself but I'm new and not incredibly savvy. I've also recently purchased a sound card and some speakers but I'm afraid to even attempt an install now... Any help would be appreciated.

System spec:
MB: Asus B550F wifi
CPU: Ryzen 5 5600x
Mem: T Force Delta 4x8gb DDR4 3600
GPU: Asus KO OC V2 3060ti
SSD: Sabrent Rocket Q 500gb
HDD: Samsung 870 EVO 1tb
PSU: Cooler Master V750 SFX gold
 
Ok, bear with me. So I was able to do a restore, after the restore, I went onto Asus' site and installed drivers for both the wireless adapter and the sound card I purchased because a buddy of mine told me likely what happened is Windows tried to install the card but failed when there were no drivers. I created a new restore point and shut it down. I put everything back in (including the sound card in the #4 pcie slot) and restarted. Same problem as before. I didn't do a cmos reset because I'd have to remove the GPU to do that and I seemed to be able to, if nothing else, perform a restore. So again, removed the wireless adapter (since that seemed to be the issue), did another restore and everything is working fine including the sound card and speakers. I guess what I'm wondering is, can the #3 pcie slot not be used for the adapter? Do I have to go through and change something in order for that slot to be used? Am I using the wrong usb port on the board? The usb port is labeled "USB_E12" which I assumed just powered the wireless adapter?
