Question PC won't display anything after cleanup?

Just did a deep clean on my pc today. I took everything apart to get rid of the dust becuase it's been a while. Fast forward to putting it back together a few issues arose:

Issue 1. Case fans running at abnormally high rpm much higher (around 2500rpm) than normal which is around 1000 rpm

Issue 2. Once I get into the windows sign in page and attempt to sign in my pc display blacks out and usb connections disconnect, however the pc is still running at this stage (fans still running, rgb on gpu on, and motherboard backlight all on). I thought that a bios update might resolve the crazy fans speeds but that lead to another issue.

Issue 3 most current: After the bios update my pc shutdown mid update and didnt do anything for 10 minutes, I tried turning it back on and the power button wouldnt work, which is why i tried the cmos reset but now the pc is now unable to display anything, keyboard is not displaying any rgb however usb charging still workings from motherboard.

I have attempted cmos reset (failed)
1 ram stick boot (failed)

I don't know what to do

CPU: AMD Ryzen 5 2600
MOBO: Asus prime b450 plus
GPU: Asus ROG Strix 1060 6gb
RAM: Corsair Vengeance 8gb 3200mhz
Storage: Seagate 1TB & Adata

PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

How was CMOS reset? Refer to the motherboard's User Guide/Manual for the proper procedure.

Try a new CMOS battery.

Do a double check that all cards, connectors, RAM, jumpers, and case connections are both correct and fully and firmly in place.

Hopefully just something loose or some error of omission or commission.

Take your time and work carefully.

PSU: Corsair CX450M (2015) 450 W 80+ Bronze Certified Semi-modular ATX Power Supply original from build, all parts were.

CMOS was reset by user manual; unplugging psu, discharging power by holding power button, removing cmos battery and then reinserting it

Everything is seated in properly but I might try a new cmos battery, I'm really hoping that the issue is a dead cmos battery, cause I was very delicate reseating all the other components
 
Can that happen from a bad bios update? And can cmos reset not resolve that?
It absolutely can because the BIOS is literally how your motherboard works and no a CMOS reset can't do anything about it. The only thing that can is if your motherboard has a dual BIOS or a specific BIOS recovery option which would be worth looking into.
