Question Pc wont let me open anything or restart / shutdown etc

Hello, " is windows" my pc was normal next day I turn it on and after 5-30seconds I'm not able to turn on any apps, and if I get Google open with YouTube I can keep watching that video and Internet loads but if I try open another tab or modify this one it acts like it can't reach it and infinite loops, as for if I don't open anything, I can open nothing except for windows folders and go through folders, I cannot open my windows key tab cannot restart unless I power it off with a button, and I cant ctrl alt del, I scanned system files and it said it found corrupt files and repaired them but still have the issue, and If I try restart windows explorer folder.exe in task manager it just goes all black , it works fine on another drive but this one has all my files etc, so I don't want to reset windows...

It works fine on my other drive that I have as secondary boot drive, but ryzen 7 1700, rtx 2070 super, 16gb cl16 ddr4 3200, ssd,gaming plus 2 msi motherboard, 650w bronze+ psu, and I have 2 extra storage drives

I literally only have like 10seconds or so each time to attempt to back it up I guess as last resort I'll have to try that if I can't fix it.

Its not red its got like 20% left of storage none of my drives are close to being full

See my pc used to sometimes do this weird thing were, my wallpaper flashes and/or the task bar flashes blank (black screen) and appears again for a few seconds up to a minute sometimes restarting usually fixed it instantly or just by leaving it.and just there I booted into safe mode ,restarted and that happened again.

Spend 5hours can't fix it...... so have to reset 😢 RIP settings, saves and presets

You can pull the drive or open it on the other OS to backup your stuff if its important to you.
