PC Wont load programs

So my pc recently has started acting funny for a little bit it'll load programs just fine and then others it won't for example i'll be browsing the internet or doing something as simple as listening to music in iTunes and then everything will freeze for a min like youtube will stop, iTunes will stop playing music, and no programs will load but i can do stuff like refresh my desktop and like move my icons around so it isnt "actually" frozen because i can still move my mouse around so i dont have to restart my pc or anything but i hope you know what i mean and after that started happening my pc would take forever to load up and its basically a new pc by all means besides the hard drive i built my own pc i just cant figure this issue out maybe an ssd? or new hard drive? and also to mention i did reinstall windows after this happened and nothing got fixed it still happens if you could help me out.

You know ram is supposed to be installed in kits? Take out the 2 x 2gb and try again.
 
Your mobo - http://www.asrock.com/mb/AMD/970%20Extreme3/ - comes with a disk that includes Utilities including "ASRock Extreme Tuning Utility (AXTU) is an all-in-one software to fine-tune different features in an user-friendly interface, which includes Hardware Monitor, Fan Control, Overclocking, OC DNA and IES." - which I use in my PC. Install it and use it to get the CPU temp.
 


Yes. PCs are very sensitive to having the right ram. That's why motherboard manufacturer list the ram that they have tested as being OK. Its always in kits.

So only use a ram kit in your PC. Make sure you've got it in the correct DIMM slots - per your mobo manual.

 
Your CPU, PSU and GPU are all running OK.

Do a Checkdisk with Repair.

Run a Virus Scan (eg Avast, Malwarebytes)

If everything is OK, reboot into Safe Mode (F8 per http://windows.microsoft.com/en-au/windows/advanced-startup-options-including-safe-mode#1TC=windows-7) and do a Computer Repair.
