Pc wont on

Hello, I've recently built my first PC and I'm sure everything was done properly. After I was done building, it powered on and was perfectly fine, then I powered the psu off but I forgot to off the adapater, I came back to plug in a monitor and turn it on again but now it couldnt turn on and when I touch my parts and cases it gives me this little shock.
My psu is a GW 600 KC Psu
