PC won't pass POST after restarts

PC won't POST after a restart from OS and or from UEFI if any chances are made. The screen goes into sleep and all fans in the system run at full power. It will however startup if shut down. When in the OS nothing seems to be running out of the ordinary either (no crashes or lag).

Build is as follows:

Mobo: Z87-A
CPU: 4790k
RAM:1333 (F3-10666CL7D-8GBRH) 7-7-7-21-1
GPU: 7950 (Powercolor PCS+)
SSD: Crucial MX100 512 GB / SanDisk Extreme SSD 120 GB (SDSSDX-120G-G25) / XLR8 120 GB
Sound Card: Xonar DS
CPU Cooling: H80i Push/Pull SP120's
PSU: Seasonic M12II 620 Bronze
Case: Source 530

I also recently had another 7950 which led me to believe I didn't have enough power with my psu. I took one out and attempted to restart but I could still not get a normal boot. The one I happen to take out was my Powercolor which I bought new. The other card was a used Sapphire I found on ebay. I swapped the cards and only left the Powercolor. The system then restarted by itself fine. I wanted to see what the problem was with the sapphire so I placed it back in into multiple PCI-E ports and it would still not POST after a restart. I noticed my PCI-E POST led go red on the mobo when I would restart with the used Sapphire connected. I also noticed some hardcore stutter flickering in games with it connected. That card is being returned. I have had the Powercolor in for a few days now and I did not have a need for restarting until last night. Instead of the PCI-E POST led lighting up it is now my CPU led. I have bent pins on the socket but have had them since the initial setup with my previous 4670k and it has ran fine. What is throwing me off now is that I could get a POST the one time I tested it when the GPU was first swapped. The POST leds would go past the CPU and RAM stop at the GPU when the used GPU was present. Now the PC just stops at the CPU led.

The RAM was RMA'ed back in the summer along with the GPU so those are solid. The PSU is almost a year old. The CPU was installed about 2-3 weeks ago at the same time the GPU was. The only thing I see being the problem right now is either the CPU or the mobo. I say the mobo not because of the bent pins rather because 2-3 months back the power went out and my system then on a 4670k (works but is on another PC now since I upgraded) would not hold the time. The problem fixed itself after a few weeks. The GPU is out of the picture as well since it hasn't been in the PC.

Since I bent the pins I can't get a replacement on the mobo. The CPU I can RMA but rather not have to before knowing for sure what the problem is. As I have said the system is solid when in 8.1 but I can't get it to boot after restarts. I have ruled out the power options (fast boots) in 8.1 by disabling the feature and the fact that it won't POST even when restarted from the UEFI.

Any suggestions on how I can if possible monitor what happens during the POST? Also temps on the 4790k are high 20's so I am certain the cooler is seated right. RAM comes after the CPU in the POST led indicator lights so that should be solid as well.
 


It worked fine the one time I attempted a restart after taking out the used GPU. I guess I'll attempt a reseat when I get a chance unless someone has any other suggestions?
