pc wont post after power supply change

I was installing my new Powersupply (Specs Below) so i just plugged everything in etc. and My CPU_LED Flickers once when i hit the power button on my case and the Power supply fans turn on for a second then nothing else happens. once i do this, if i press it again it will not repeat the same step it will just do F*** All

What I've Check'd
all jumpers in correct position
Ram is fine
checked if all psu cables are in

PS: Another test ive conducted is shorting the green and black cable on the ATX connector while plugged in which i believe are numbered 18,19 correct me if im wrong and it just does the same thing

AND Yes the motherboard can power this cpu because i had it working with a 700W powersupply the PSU just couldnt keep up with the cpu's demands when gaming.

Well the PSU shouldnt be dead because its providing power to the motherboard the green standby light is on, can you give me a list of connectors that should be in because to me it looks like theyre all in

But if theyre in correctly is the question, i assume i should check the 8 Pin CPU connector first if thats the light that came on.
