Question PC Won't POST, fans spinning, no keyboard ?

ECS H55H-CM v1.0 mobo
Intel Xeon X3440
4x2 DDR3 1600mhz ram
Gigabyte RX570 4GB

Despite being 1600mhz my rams were only running at 1333mhz because of the motherboard.
So i went to BIOS and changed ram frequency from auto to 1600mhz then i saved and tried reboot the computer.
Now when i press the power button fans starts to spin and RGBs light up but pc wont post and there is no light on keyboard

I tried reseating rams, reseting bios, took everything apart and put them back again, tried rams on different slots
When i take the rams out and start pc without rams motherboard gives out 3 short beeps that means mobo knows there is no ram installed.

What should i do, is my rams dead or what?

Might want to pass on the make and model of your PSU and it's age. As for your platform, the rams won't run at DDR3-1600MHz due to the chipset. It's also stated in the spec's page for the motherboard, here;

You might want to disconnect from the wall and display, then remove the CMOS battery, then press and hold down the power button on the case for 30 seconds to drain any residual power off of the platform. Replace the CMOS battery and then see if you can power the system back up.
