Question PC won't post... please ... help

The PC won't post. It is a ryzen 3700x with a gigabyte x570 elite wifi

... With the graphics card, the fans won't run. Without it they will. But, it will always end in no post. Help, please.

No postcode. I tried reseating the RAM, CPU, GPU, power cables, and Clearing the CMOS

I will say the fans spin when the GPU isn't plugged in, but won't spin when it is.
