Question PC wont post, power button doesn't turn off PC. Occured after upgrading CPU.

When I attempt to turn off the PC nothing happens and the light on my mobo flickers.

I put the PC on its back ( i lost my back panel) while putting in my new Ryzen cpu. My theory is some cat hair and dust on my desk touched the back of my motherboard while my PC was on its back, and somehow broke it. I dont know though, does anyone have better idea? Is it possible new CPU is defective? i dont see why that would affect being able to turn off my pc using the power button though.

did you update the bios?

test with the old cpu again?
