Exactly as title says. Here are the steps I've done
-made sure that both 4GB RAM sticks are working (and they are)
-made sure that slot 1 is working (it is, I've tested both sticks with it)
-cleaned the pc out of dusts
-made sure no socket pins were bent
-still no go and I'm running out of options

Important notes:
SINGLE STICK TEST
-PC works just fine with either stick in SLOT 1
-PC will not POST and no beeping sound with a either stick if SLOT 2 is used.

2 STICKS TEST
-PC will not POST if I plug in a 2nd ram in SLOT 2 regardless of which stick it is.

NO RAM TEST
-PC will beep if I don't plug in any RAM in either SLOT 1 or 2

My specs
msi h87m e35
g3258 oc'd at 4.0ghz
gtx 1050 not oc'd
4gb of ram samsung and crucial brand. (both requires 1.5v)

Anyone can point me in the right direction? I was planning to add an extra 4gb ram so I can play deus ex mankind divided 😀.

Solution
a no beep means the memory is detected however, we need additional info:
first try again with the second memory slot, once the computer boots try to press the num lock or caps lock key on your keyboard, do their respective lights blink? if they do, you motherboard have a built in Graphic right ? try to plug your monitor on the built in display port and see what happens, your computer might be booting however it might be displaying on the wrong display port.

try to restore your processor to stock speed and test with both memory modules, then overclock gradually, better yet, try to do a bios rest or restore to default.
in addition, try these:
get a decent electronic contact cleaner and clean the memory modules contacts along with the...
